President´s Message

In my final message to you as President, I would like to take this opportunity to sincerely thank the many people who have supported and offered me direction throughout the past year, in particularly CEO Jeff Bear and my fellow Council Members. I would also like to express my appreciation and thanks to all the RIBO staff members for their professionalism, dedication and hard work. RIBO´s efficiency is a tribute to our collective effort to fulfil our mission to serve the public while guiding the profession. It has truly been a pleasure working with everyone and I look forward to next year where I will continue to serve on Council as a Past President. It is with sadness that we have to say good bye to two of our Past Presidents who will be retiring from Council this fall. Both Art Despard and Lorie Guthrie Phair have dedicated a number of years to RIBO for which we are indebted. I would like to extend my personal appreciation to both Lorie and Art for their tremendous support and guidance given to me during my year as President. I wish them every success in their new endeavours. By now you should have received an important package from RIBO containing: election material, a copy of the Annual Report and a Notice of Meeting for the Annual General Meeting in November. If you have not received this package, please contact As a member of RIBO we encourage you to take the time to read the Annual Report as it presents a synopsis of our year, along with our financial statements. The pages outline the work carried out by a dedicated Council and staff in our mission to protect the public and regulate the profession. Should you have any questions or comments after reading the Report, please feel free to contact any Council or staff members. We always encourage you to read through the election material very carefully to ensure that your ballot is properly completed. Ballots incorrectly filled out cannot be counted. As independent brokers we fought long and hard to have, and continue to fight to maintain, self-regulation. Please show your support by exercising your right to vote. I urge you to return your ballot no later than November 4th at 4 p.m. Council and staff are always interested in meeting and talking with our membership. In the next few months there will be two excellent opportunities to do just that: at our booth at the IBAO Annual Convention (October 23-24) and at RIBO´s Annual Meeting on November 7. Qualification and Registration Report
Art LangleyChairperson It is hard to believe that this is my last report to you as Qualification and Registration Chair. I hope everyone had a wonderful summer. Please take the time to read the notice in Important Notice to Principal Brokers. It is vital in this difficult time within our industry to keep up proficiency standards and protect the public. Allowing an unlicensed individual to deal with the public may have severe consequences on your errors and omission coverage. I am happy to report that the reciprocity agreement with the Financial Services Commission is now in place. An agent who has consistently been licensed for at least six months may make an application to RIBO to write our equivalency exam on the RIBO Act, Regulations and By-laws. We require that they forward to us an updated resume along with a copy of their Agent´s license. We will then send the the appropriate application kit. Any broker wishing to become an agent should contact the FSCO´s Agents-Adjusters Branch. It gives me great pleasure to congratulate this year´s winner of the Chris Ward Award Robert Morris of Robert J. Morris Insurance Consulting Ltd. This award is presented in memory of RIBO´s late president Christopher J. Ward, to the individual who receives the highest mark on the first attempt at both sections of the Level II examinations. We look forward to presenting Mr. Morris with the award at our Annual Meeting in November. The deadline for completing your continuing education credits was September 30, 2002. Those who did not comply will have their license suspended and their names published in both the winter editions of the Bulletin and Continuing Education Summary. If you have any questions concerning education, please consult the Continuing Education Summary, or contact Vivian Lee. In the last three months we´ve had had 47 requests for secondary business exemptions. All but one were granted. The exemption breakdown was as follows: 16 individuals were granted exemptions to sell financial products, 31 individuals were granted other secondary business exemptions. There were no requests to waive Level 1 or Level II exams. It has been a pleasure serving as your Qualification and Registration Chair this year. Thanks for your support. MARK YOUR CALENDAR The Twentieth Annual General Meeting of the membership of the Registered Insurance Brokers of Ontario will take place on Thursday, November 7, 2002, starting at 2:00 p.m. at Toronto´s Grand Hotel. A formal notice of meeting, annual report and proxy form has been mailed to each registrant in good standing. Besides the usual business covered at every Annual Meeting, you will have an opportunity to meet and talk with this year´s Council members, incoming members, senior management and many other valuable members of the RIBO staff. All registrants in good standing are eligible to attend and to vote on matters brought before the meeting. A list of members who are qualified to vote will be available for review in the RIBO office during business hours. Any member unable to attend the meeting is encouraged to submit a proxy to register their vote on questions that may be raised at the meeting. Chris Ward Memorial Award
The winner of this year´s Chris Ward Memorial Award is Robert Morris of Robert J. Morris Insurance Consulting Ltd. This award is presented in memory of RIBO´s late president Christopher J. The Council and staff would like to congratulate Mr. Morris on his achievement. A formal presentation of this award will be made at the Annual Meeting on Thursday, November 7. Practice Advisory - Broker-of-Record Letters
Experience teaches us that brokers should exercise caution when dealing with "broker-of-record" letters. A broker should not accept such a letter without first checking with the intended insurer to make sure a quote will be offered to the new broker. Once a broker "files" a broker-of-record letter, that broker accepts responsibility for the client´s insurance needs. A broker should be aware that the insurers normally provide the incumbent broker with a grace period in which to have the letter withdrawn by the client. The public could be in danger of losing their coverage if brokers fail to check with their insurers first before accepting and filing a broker-of-record letter. A client could be cancelled if the original insurer withdraws subsequent to the filing of a broker-of-record letter. Congratulations
RIBO CEO Jeff Bear has been named the Chair of the Canadian Insurance Services Regulatory Organizations (CISRO) for the 2002-2003 term. CISRO is the national organization for provincial regulators of insurance intermediaries. Home-Link Supplier Partner Agreement
Real estate brokers have been approaching insurance brokers to enter into this partnership agreement. The Professional Development Committee reviewed the document and found that five of the conditions do not comply with the Code of Conduct. ELECTION REMINDER

Feedback on Course Quality
The Accreditation Committee, composed of volunteer brokers and education professionals along with RIBO staff, works hard to properly screen the course material approved for continuing education credits. This committee, however, also has a monitoring and evaluation function. It is logistically impossible for RIBO personnel to attend or "audit" every presentation, so we would greatly appreciate hearing from broker attendees regarding the quality or suitability for continued accreditation of any courses taken. There are already examples of courses that have been de-certified following feedback from brokers. We would invite you to drop us a line with your comments. Important Notice to Principal Brokers
Over the last few months it has come to our attention that brokerage firms are allowing employees who have recently passed their examinations to undertake broker defined duties. Until an individual receives their license certificate, RIBO considers them "unlicensed". It is the responsibility of the principal broker to prevent this unauthorized practice. Failure to do so is an act of misconduct. Please refer to Regulation 991, section 14, 12 and section 15 (1) 16.
