Consultation on Measuring RIBO’s Regulatory Effectiveness for Consumers

As the regulator of over 22,000 brokers and nearly 1,000 individual businesses serving the Ontario public directly or indirectly, RIBO is committed to transparency and accountability.

RIBO’s legislative framework establishes a safety net that protects Ontarians. Under this framework, RIBO sets qualification and registration standards and enforces a code of conduct for its licensees which forms the foundations of this safety net. RIBO’s licensees also play a critical role in providing advice and access to insurance products so that consumers can protect what matters most to them.

RIBO is accountable to the Ontario public for ensuring that the public has confidence that brokers will consistently uphold the highest professional standards and that they are well protected by RIBO’s framework.

A key component of RIBO’s 2025-2028 Strategic Plan is building trust, relevance, and connection with the people we serve – insurance customers and our licensees. RIBO can achieve this by helping both licensees and the public understand RIBO’s mandate and regulatory activities.

Measuring Regulatory Effectiveness

Measures that focus on outcomes rather than outputs are far better at painting a picture of an organization’s impact and effectiveness. Establishing measures focused on outcomes or “success indicators” will help RIBO better measure its regulatory effectiveness as it relates to consumer protection.

As part of our commitment to building trust, transparency, and accountability, RIBO is proposing to adopt guiding principles, goals, and proposed measures to demonstrate our achievements, as well as our overall accountability and effectiveness as a regulator.

In doing so, we will be able to demonstrate how our work as a regulator, in overseeing the regulated insurance broker profession, promotes public confidence in the insurance industry and for insurance buying customers in Ontario.

Consultation

RIBO is seeking industry and the broader Ontario public’s views on the following guiding principles and success indicators to better understand the measures that matter to you most – to ensure that we are acting in the insurance purchasing public’s interest every step of the way.

Guiding Principles

We carry out our public protection mandate under the following Guiding Principles:

    1. Consumers have confidence in RIBO’s regulation of the profession.
    2. Consumers are served by suitable and qualified brokers.
    3. Consumers are served by brokers and brokerages that have sound business practices.

These core principles guide our day-to-day activities which impact consumers in a number of ways.

We are interested in hearing your thoughts on RIBO’s guiding principles, goals and proposed measures for demonstrating our achievements, as well as overall accountability and effectiveness in achieving those goals.

Your input on this initial set of measures will guide future enhancements to our framework for measuring regulatory effectiveness for consumers. To ensure we remain responsive and effective in protecting consumers, RIBO intends to introduce new measures or “success indicators” and collect the necessary data to measure our impact on consumers over time.
