The Registered Insurance Brokers of Ontario (RIBO) has committees that help to maintain high professional standards while protecting the public’s interactions with general insurance brokers in Ontario.
The Registered Insurance Brokers Act (the Act) gives RIBO the authority to regulate all licensed brokers and brokerages in Ontario. To fulfill its public protection mandate, RIBO is required to have three statutory adjudicative committees.
The role of the Complaints Committee is to consider and investigate complaints about the conduct of licensees.
Upon reviewing the details of a complaint and the evidence uncovered during the investigation, the Complaints Committee has the authority to:
Complaints Committee panels are made up of three members: one public member and two licensed brokers (one of whom is the Chair). Public members are appointed by the Lieutenant Governor in Council.

The parties to the proceeding in a discipline matter are the licensee and RIBO. The role of the Discipline Committee is to hear and determine cases referred to it by the Complaints Committee. Parties to discipline proceedings are required to follow RIBO’s Rules of Procedure.
The Discipline Committee hears and reviews the evidence presented by both parties, considers the professional conduct issues raised, determines the outcome and where required, determines the appropriate penalty.
If a broker is found guilty of misconduct, the Discipline Committee has the authority to reprimand, impose additional educational or financial reporting requirements, restrict, suspend, fine or revoke the licensee’s license.
Discipline Committee panels are made up of five members: one public member and four licensed brokers (one of whom is the Chair). Public members are appointed by the Lieutenant Governor in Council.

The Qualification & Registration (Q&R) Committee’s broad mandate is to ensure that all registered individual license holders and brokerages meet the minimum standards for education and training.

The role of the Audit & Finance Committee is to advise Council on matters relating to the organization’s financial position, structure, and policies. Responsibilities include reviewing financial policies, reviewing the annual operating and capital budgets, setting fees, and monitoring the financial position of the organization throughout the year. The Committee also oversees the annual audit.
Reports, budgets and proposals approved by the Committee, are required to be approved by RIBO Council before they are adopted.

The role of the Governance and Nominations Committee is to oversee the recruitment and evaluation of candidates for Council and Committees; ensure RIBO officers are appointed; when so directed, to make recommendations to Council on governance process in the best interest of the organization and the public it serves.

The role of the Licensing & Standards Committee is to review, develop, and propose changes to appropriate standards for all individual and firm member licenses. It also supports Council in maintaining of standards of competence through continuous review of the adequacy of qualification examinations and providing a program of continuing education for registrants.
Licensing standards approved by the Licensing Standards Committee, are required to be approved by RIBO Council before they are adopted.

The role of the Professional Conduct Committee is to provide insight and advice on the development and implementation of RIBO Guidelines and standards of practice, including but not limited to the Broker Reference Manual, the Code of Conduct, and the Principal Broker Handbook.
Guidelines and standards approved by the Professional Conduct Committee are required to be approved by RIBO Council before they are adopted.
