Director, Qualification & Registration
The Registered Insurance Brokers of Ontario (RIBO) is the self-regulatory body for insurance brokers in Ontario. Established in October 1981, RIBO regulates the licensing, professional competence, ethical conduct, and insurance related financial obligations of all general insurance brokers in the province of Ontario.
About This Role
This strategic leadership role reports to the CEO, RIBO and is a member of RIBO’s Leadership Team. The role will champion and lead new methods of service delivery to RIBO’s stakeholders in the areas of Qualification and Registration (Q&R).
Working directly with the CEO and collaboratively with members of RIBO’s leadership team, this role is accountable for all aspects of qualification and registration. This includes determining and implementing innovative service delivery policies and practices, in alignment with RIBO’s overall mandate and legislative requirements.
The role provides day-to-day leadership and direction to the members of the Q&R department, which administers the registration and qualification of all members, brokers’ examinations and continuing educational activities within the provisions of the Registered Insurance Brokers Act, its Regulations and By Laws.
Key Responsibilities and Accountabilities
⦁ Collaborate closely with RIBO’s Leadership Team members to determine, communicate and implement RIBO’s strategic plan.
⦁ Lead the Qualification and Registration Department in fulfilling its mandate in the following areas:
⦁ Processing of Applications for individual and brokerage registration
⦁ Review and approval of applications for business transfers
⦁ Review and approval of business registrant errors and omissions coverage
⦁ Management of all requisite licensing examinations
⦁ Provides oversight and authorization related to complex applications and examinations matters
⦁ Continuing education review and accreditation; includes providing authorization for complex continuing education matters
⦁ Provide final approval of applications (Form 2B & 2C) from proprietors, partnerships and corporations which have been verified by Q&R Department staff
⦁ Review and optimize Q&R operations for the ongoing delivery of customer-centric service. This may include identifying and implementing:
⦁ opportunities for departmental information technology systems enhancements
⦁ opportunities for improvements to RIBO’s continuing education (CE) services
⦁ improvements to RIBO’s applications and examinations processes
⦁ enhancements to registration and de-registration processes; providing oversight and authorization regarding complex matters related to registrations
⦁ Provide meaningful and forward-looking information, presentations, and analysis to the CEO and Council to support timely and effective decision-making regarding the overall provision of Q&R services to RIBO stakeholders
⦁ Use expert judgement and knowledge of the insurance industry and stakeholders’ needs to help enable the ongoing success of RIBO
⦁ Contribute to the preparation of annual budgets and manage performance against agreed upon financial targets
⦁ Serve as the primary liaison between RIBO and the Qualification and Registration Committee of Council
⦁ Recommend action to the Director, Investigations and Complaints Department, when warranted
⦁ Maintain relationships with related industry groups, for strategic business purposes and knowledge sharing
⦁ Enhance employee engagement within the Q&R department and across RIBO
⦁ Lead, develop, mentor and engage direct reports to consistently meet goals and perform at the level of business excellence
⦁ Provide effective performance feedback, encouragement and recognition to all direct reports.
⦁ Build and maintain a culture that embraces and fosters a positive, innovative working environment
Essential Qualifications, Experience and Skills
⦁ Strong industry knowledge with a minimum of 10 years of industry experience some of which has been acquired in an insurance brokerage.
⦁ Strong and effective experience managing a team of regulatory professionals
⦁ Bachelor’s degree in a related discipline
⦁ Accreditation as CIP or CAIB
⦁ Strong understanding of the legislative aspects of the insurance brokerage industry
⦁ Demonstrated experience in successfully reviewing and significantly improving business processes
⦁ Demonstrated experience in change management
⦁ Strong verbal and written communication skills with the business acumen to clearly present concepts and ideas to a wide audience, internally and externally
⦁ Strong and successful experience leading and motivating a team within a complex administrative and legislative environment
⦁ Effective delegation skills which enhances the development of direct reports and increases efficiencies
⦁ Excellent leadership and interpersonal skills, with the ability to work effectively with all levels of the organization and stakeholders; able to quickly gain credibility and trust; successfully establishes and maintains long-term relationships
⦁ Consistently demonstrates the highest level of integrity in all interactions and decision-making
⦁ Excellent project management skills; adept at managing complex projects concurrently
⦁ Encourages and demonstrates accountability; focused on meeting goals and deliverables on time and at the highest quality level possible
⦁ Proactively anticipates and actions business needs
⦁ High degree of comfort in using business/financial systems and information
⦁ Highly tech savvy; very proficient with MS Office applications including Word, Excel, PowerPoint
⦁ Ability to travel to conferences, meetings and other external events, including overnight travel when required.
⦁ Working Conditions: Normal office conditions. During the period of COVID-19, this role will be performed primarily from home, until further notice.
