Making a Complaint

At RIBO, we take our public protection mandate seriously. We are committed to ensuring that property and casualty insurance brokers and brokerages uphold the highest standards of conduct.

As a consumer, you have the right to professional advice from a broker who is well informed about the products they are selling and a right to be treated with fairness and integrity. Brokers are expected to comply with the Registered Insurance Brokers Act, Regulations and by-laws. Learn more by reading the Fact Sheet About Your Insurance Broker, available in English and French.

As part of our mandate to protect the public, we encourage you to provide feedback and bring forward any concerns you may have. Your feedback is crucial to maintaining the integrity of the profession and regulating our licensees.

If you believe that a licensee did not provide you with proper service or may have acted inappropriately, you can file a complaint on RIBO’s website using our complaint form. For example, you may wish to consider making a complaint against a licensee if you believe that the:

  • Quality of service you received was inadequate
  • Licensee was dishonest
  • Licensee did not disclose a conflict of interest to you
  • Licensee did not explain the terms and conditions of your insurance policy or the type of coverage you had.

Please also include any documents and other information you believe supports your complaint.

Within 5 business days, you will receive a letter from RIBO containing:

  • Confirmation that we received your complaint
  • The name of the individual who is assigned to the matter
  • Information about the complaints process.

If the matter warrants an investigation, RIBO will inform you of this after reviewing the material received in the matter.

RIBO has a public protection mandate. That means we have a responsibility to ensure that licensees whom you do business with are competent and must adhere to regulatory requirements.

The Registered Insurance Brokers Act gives RIBO the authority to investigate complaints that raise concerns about licensee’s professional conduct. Professional conduct concerns include, but are not limited to, a licensee not following client instructions, not properly serving clients, not disclosing information to clients that they are required to disclose or behaving in an inappropriate manner towards clients.

RIBO does not have the authority to regulate the following, but you can contact the organizations listed for information.

RIBO also does not have the authority to compel a licensee to pay a client during the complaints and/or investigation. If a complaint raises concerns about matters relating to these and other areas it cannot investigate, depending on the nature of the complaint, RIBO will refer you to other organizations.

RIBO cannot provide legal advice or compensate you for any losses incurred due to how a licensee may have handled their matter. If you feel that you have incurred a financial loss because of how a licensee handled your matter, you may wish to consider seeking legal advice. RIBO cannot assist you in such matters. If you require assistance in finding a lawyer or paralegal, you may refer to the Law Society of Ontario’s Licensee Referral Service.
