Step 1 of 3
Pursuant to Section 10.1 of the Ontario Labour Mobility Act, individuals who are already certified in a regulated occupation by a regulatory authority in a reciprocating jurisdiction are deemed certified in Ontario for a one-time six-month period, provided prescribed documentation and conditions are met. In accordance with this legislative authority, RIBO is implementing interim licensing measures for individuals who are currently licensed as General Insurance Brokers in other Canadian provinces or territories and who seek to temporarily operate as Property and Casualty (P&C) insurance brokers in Ontario.
LICENSE FEES: Applicants wishing to obtain a Labour Mobility Temporary Licence to expedite their registration are advised that a separate fee applies for this licence. This is in addition to the standard registration application fee. Individuals who have completed or will complete the required RIBO equivalency examinations and choose to proceed with both the temporary and full registration will be required to pay both fees.
I hereby attest that the following information is true and accurate: (a) I hold certification/registration in my province or territory of residence as a General Insurance (Property & Casualty) Broker or Agent issued by a regulatory authority with an out-of-province regulatory authority. (b)I am currently in good standing with all regulatory authorities with which I hold certification/registration. (c)I have not been refused certification/registration by any out-of-province regulatory authority within the past two years. (d)There have been no findings of professional misconduct, incompetence or incapacity made against me in relation to my certification/registration as a General Insurance Broker (Property & Casualty) or Agent. (e)I am not currently the subject of any professional misconduct, incompetence or incapacity proceeding(s) or any similar proceedings in respect of my certification/registration as a General Insurance (Property & Casualty) Broker or Agent. (f)I confirm that I have not been found guilty of offence under any law of any Canadian Province or Territory, State or Country anywhere in the world excluding offences in which a pardon has been granted (and not revoked) under the Criminal Records Act. (g)I confirm that I have knowledge of matters applicable to the practice of the regulated occupation of a General Insurance (Property & Casualty) Broker or Agent in Ontario including but not limited to knowledge of the Registered Insurance Brokers Act, its Regulations, RIBO’s By-Laws, the Compulsory Automobile Insurance Act and the Insurance Act.
(a)In order to qualify for a Temporary Licence under the Deemed Certification Regulation, I am required to provide RIBO with my equivalent authorizing certificate/certificate of registration as a General Insurance (Property & Casualty) Broker or Agent issued by all out-of-province regulatory authorities. (b)The period of my temporary licensure and deemed certification commences only upon receiving confirmation of approval from RIBO. I understand I may only commence practice after I receive approval from RIBO. (c)My Temporary Licence under the Deemed Certification Regulation is automatically cancelled after six-months following notice of receipt from RIBO that I am deemed certified. (d)In order to practice as an Insurance Broker in Ontario, use the title “registered insurance broker” or the designation “R.I.B. (Ont)”, or hold myself out as an insurance broker and RIBO licensee after the cancellation of my Temporary Licence and the expiry of the one-time six-month period of deemed certification, I must apply for, meet the requirements of and be issued a licence by RIBO through the licensing stream applicable to out of-province applicants in accordance with the Registered Insurance Brokers Act and RIBO By-Laws. (e)I understand that deemed certification comes to an end before the expiry of the six-month period and my Temporary Licence will be automatically cancelled if any one of the following happens: (i) I apply for and am refused a full licence by RIBO. (ii) RIBO determines that any information in this attestation form is no longer accurate or was not accurate at the time I made this attestation. (iii) If this occurs, I understand that I cannot continue practicing as an Insurance Broker in Ontario, use the title “registered insurance broker” or the designation “R.I.B. (Ont)”, or hold myself out as an insurance broker and RIBO licensee. (f)Making a representation, knowing it to be false, for the purpose of meeting a requirement for deemed certification is an offence under section 20.1 of Ontario Labour Mobility Act, 2009, and if convicted, I may be liable to a fine of not more than $25,000 for a first offence and not more than $50,000 for a second or subsequent offence.
You will be required to complete a Criminal Record Check from your local police department or through Sterlingbackcheck (Please note that we do not accept third party checks).
Please do not proceed any further until you have completed your Criminal Record Check. A Criminal Record Check is a requirement for registration.
Please visit Sterling Backcheck to conduct your Criminal Record Check, then return to this form to attach it.
Exams will be required in order to apply for formal (renewable) RIBO registration. If you are unable to pass the required exams and apply for formal registration your temporary license will be revoked and cancelled from six months from the date of issuance. If you have already taken one more required RIBO equivalency exams for out of province licensees, we recommend sharing your exam results with RIBO as part of applying for your temporary license. Sharing your results as part of this application, so will ensure that your exam results remain valid within the six-month period of your temporary labour mobility registration.
