RIBO Temporary Labour Mobility Licence Application: What You Need to Know

RIBO has launched a Temporary Labour Mobility Licence to support interprovincial labour mobility and internal free trade across Canada. This new pathway reflects Ontario’s broader effort to reduce regulatory burdens and streamline entry into regulated professions for qualified individuals licensed in other provinces.

Who This Is For

Pursuant to Section 10.1 of the Ontario Labour Mobility Act, 2009, eligible individuals may be deemed certified for a one-time six-month period if they’re already authorized to sell Property and Casualty (P&C) insurance elsewhere in Canada and want to work temporarily as a broker in Ontario.

Key Conditions and Requirements

To be issued a Temporary Labour Mobility Licence, you must:

  • Reside outside Ontario. Only Canadian non-Ontario residents can apply.
  • Hold a valid General Insurance P&C broker or agent licence in a Canadian jurisdiction in the province or territory you are licensed in, recognized by RIBO. Holders of FSRA’s OTL licence are not eligible.
  • Submit a copy of a Certificate of Authority for each Canadian jurisdiction you are licensed in.
  • List all conditions and restrictions for each licence held.
  • Proof of employment and sponsorship of the licence by a RIBO-licensed brokerage is required and must be dated within the last 10 days.
  • Not be subject to disciplinary action or ongoing investigation by your current regulator.
  • Submit a Criminal Record Check dated within the last sixty (60) days and it must include all current and previous names.
  • You will need attest that:
    • Your existing insurance agent or broker licence(s) are held in good standing;
    • That you have not been refused licensing within the past two years;
    • You are not subject to or have had a finding of professional misconduct, incompetence, or incapacity;
    • You have not been found guilty of an offence unless a pardon has been granted; and,
    • You do not currently hold a FSRA Other-than Life (OTL) Agent or RIBO Broker licence.

Licence Termination

The temporary licence is valid for six months only, and only once in a lifetime. It cannot be renewed or extended. It is intended as a temporary measure to allow non-residents to work in Ontario while completing their full RIBO licensing process, including equivalency exam(s), background checks, and other requirements. Learn more.

The temporary licence may be cancelled at any time for any of the following reasons:

  • You have been issued a renewable RIBO licence.
  • Your renewable RIBO licence application was rejected and you have not contested the decision, or the decision has been upheld by the Qualification and Registration Committee.
  • The information provided in the application was either not accurate at the time it was provided or is no longer accurate.

Important Considerations

Before applying, keep the following in mind:

  • This is a one-time opportunity. If you do not complete your full licensing requirements within the six months, your temporary licence will expire and be automatically cancelled. You will not be eligible for another temporary licence.
  • This temporary licence is not considered a Level 3 Licence. If you plan to open a firm or act as a Principal Broker (PB), this pathway does not apply.
  • RIBO’s CE program begins the first of October after you register as a full member and consists of 8 hours every year. New licensees are exempt from CE for the remainder of the licence year in which they first become fully licensed.
  • If you hold licences in more than one province, you must continue to follow the CE rules of your home jurisdiction. This applies irrespective of whether you hold a temporary RIBO licence or the renewable RIBO licence.

Not Eligible for the Temporary Licence?

If you don’t meet the criteria for the temporary licence, you can still apply for the equivalency review.

To determine your eligibility for the Equivalency Exam, please submit the following documents in PDF format to exam@ribo.com:

  • Your resume outlining insurance experience to date
  • A copy of your out-of-province insurance licence and/or FSRA OTL licence
  • Any insurance designations you hold, including transcripts and certificates

RIBO will review your background and determine the appropriate pathway based on your credentials and experience.
