RIBO offers three levels of insurance broker licensing in Ontario.
The tiered licensing structure ensures brokers progress through the levels based on experience and ongoing education, ultimately ensuring clients receive expert advice and service.
The RIBO Level 1 licence is the entry level licence required to practice as an insurance broker in Ontario.
To obtain this licence, candidates must complete the Entry Level Exam covering basic insurance products, regulations, and ethics. Brokers at this level work under supervision, typically handling personal and less complex commercial insurance policies with limited independence.
Once licensed as a RIBO Level 1 Broker, you can begin your career as a broker.
As a Level 1 broker, you will be required to act under the supervision of a Principal Broker, who will ensure that you comply with RIBO regulations and guidelines.
To work as an insurance broker, you must be employed or sponsored by an Active Firm Licensee, which is a brokerage registered with RIBO.

A RIBO Level 2 licence demonstrates that the broker is capable of taking on a broader range of responsibilities within a brokerage, handling more complex technical and commercial insurance matters. As a Level 2 Broker, you will continue to work under the supervision of a Principal Broker but will have greater independence and expertise in managing client needs.
