The Manager, Discipline plays a central role in advancing RIBO’s public protection mandate by overseeing the administration of all matters referred to the Discipline Committee. The Manager is responsible for ensuring that discipline files progress efficiently, fairly, and in accordance with the Registered Insurance Brokers Act, By‑laws, Regulations, the Code of Conduct, and principles of procedural fairness.   Working closely with Investigations, Independent Legal Counsel, tribunal support staff, adjudicators, and committee members, the Manager provides leadership and oversight to ensure that all hearings, procedural steps, disclosure requirements, and panel processes are completed accurately and on time. The Manager also contributes to policy development, quality assurance, and continuous improvement of RIBO’s tribunal and discipline functions.   The role includes responsibility for operational planning, resource coordination, performance monitoring, and reporting to senior leadership and Council. Through strong judgment, organizational discipline, and a commitment to fairness, the Manager supports the integrity, transparency, and effectiveness of RIBO’s regulatory processes.

Key Responsibilities

Discipline Case Management & Hearing Administration

• Oversee the end‑to‑end administration of all discipline matters, from referral to final disposition based on procedural fairness.
• Manage the overall discipline case load ensuring that organizational goals are met, identifying risks and proposing recommendations to address emerging challenges.
• Manage internal and external prosecutors including assigning files, supporting them to manage their individual caseloads in accordance with discipline processes, including service standards. Oversee and support Legal Coordinator with hearing logistics, including panel assignments, scheduling, pre‑hearing steps, disclosure, witness arrangements, and document production.
• Ensure files are complete, accurate, and ready for Discipline Committee review or for assignment to counsel.
• Track and monitor statutory timelines, procedural requirements, and service standards to ensure timely file progression and procedural fairness.
• Support the issuance, publication, and distribution of decisions, orders, and regulatory notices.

  Leadership, Coaching & Team Development

• Lead and support tribunal and discipline administrative staff, including onboarding, training, delegation, coaching, and performance management.
• Promote high‑quality work, professional growth, and consistent application of discipline procedures and standards.
• Provide guidance on complex, sensitive, or precedent‑setting cases and ensure timely escalation when appropriate.

Procedural Fairness, Governance & Policy Application

• Interpret and apply RIBO’s governing framework, including the Act, By‑laws, Regulations, Code of Conduct, and discipline procedures.
• Maintain and enhance discipline-related policies, procedural manuals, templates, performance indicators, and quality standards.
• Ensure compliance with privacy legislation, accessibility requirements, equity principles, and administrative‑law obligations.

Stakeholder Engagement & Regulatory Coordination

• Serve as a primary point of contact between Investigations, Independent Legal Counsel, external counsel, tribunal panel members, and other internal departments.
• Communicate with licensees, complainants, witnesses, and other parties to provide clear, accurate, and professional information regarding discipline procedures and expectations.
• Support adjudicators and panel chairs in preparation for hearings, including briefing materials, documentation, and logistical coordination.
• Provide support in complex, high‑profile, or precedent‑setting matters.

Data Integrity, Reporting & Continuous Improvement

• Conduct quality assurance checks to ensure the completeness and accuracy of discipline case data, documentation, logs, and systems of record.
• Prepare and present discipline metrics, caseload updates, timelines, and emerging trends for senior leadership and Council.
• Identify systemic issues, operational bottlenecks, or process gaps and recommend opportunities for improvement.
• Contribute to strategic initiatives aimed at modernizing tribunal processes and strengthening RIBO’s regulatory impact.

Qualifications

Required:

• A Canadian LL.B. or J.D. and a provincial law society license (such as with the Law Society of Ontario).
• 3+ years’ litigation, administrative law, tribunal work, or professional regulation experience.
• 3+ years of leadership or supervisory experience.
• Strong knowledge of administrative law, procedural fairness, and tribunal processes.
• Experience managing sensitive, complex, or high‑risk files in a regulated or adjudicative context.
• Exceptional organizational, case‑management, and documentation skills.
