Update: RIBO has extended the deadline from January 31, 2026 to March 31, 2026.
As a modern and agile regulator, RIBO recognizes that as firms continue to become larger, more complex, and increasingly sophisticated, supervision requirements must evolve to meet changing needs.
Supervision is critical to developing broker professionalism, competencies, and compliance. Committed to enhancing these attributes, as part of our 2025–2028 Strategic Plan, RIBO is launching a public consultation on supervision requirements. This also supports stronger adherence to our legislative framework.
From November 3, 2025 until January 31, 2026, we are seeking feedback from licensees, members of the public, and industry professionals on several policy proposals to enhance supervision efficacy. The proposals include:
Introducing supervision requirements for newly licensed Level 1 licensees to act under another licensee for a defined period.
Introducing principles-based Supervisory Standards that PBs must incorporate into their plan of supervision.
Requiring the appointment of Deputy Principal Broker(s) or Supervising Broker(s) for every 20 licensees.
Setting remote supervision expectations and requirements so that it is equivalent to in-person supervision.
Limiting the number of unrelated or unaffiliated (i.e., separate legal entities without common ownership) firm a PB could supervise.
These changes, if implemented, would enable meaningful supervisory roles for licensees beyond the Principal Broker and establish supervision outcomes that Principal Brokers would need to achieve through their supervision plan.
The proposals under consideration are subject to change. They will be further developed through future consultations and policy work.
