RIBO’s Temporary Labour Mobility Licence Application

Broker Info

On January 5, 2026, RIBO has launched the Temporary Labour Mobility Licence to support interprovincial labour mobility and internal free trade across Canada.

This new pathway reflects Ontario’s broader effort to reduce regulatory burdens and increase labour mobility for licensed professionals.

Who This Is For

Eligible individuals may be deemed certified for a one-time six-month period if they are already authorized to sell Property and Casualty (P&C) insurance elsewhere in Canada and want to temporarily work as a broker in Ontario.

The temporary licence is valid for six months and may only be issued to an applicant once. It cannot be renewed or extended. It is intended as a temporary measure to allow the applicant to work in Ontario while completing their full RIBO licensing process, including equivalency exam(s), enhanced suitability checks, and other requirements.

Principal Broker Responsibilities

Principal Brokers exploring the temporary licence pathway are responsible for:

  • Ensuring that all temporary licensees understand and comply with the Registered Insurance Brokers Act, its regulations, RIBO By-Laws, and all other applicable legislation and guidance
  • Providing adequate supervision and maintaining compliance records
  • Supporting the transition to full licensing before the temporary licence expires.
